(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1977-307 <br />INSPECTION DATE 6-11-03 INSPECTOR'S INITIALS GRM <br />OBSERVATIONS <br />This inspection was preformed as part of the normal monitoring program established by the Colorado Division of Minerals and <br />Geology. The CLP-21 Mine is located on Long Park Mesa, approximately 15 miles NW of Naturita. Glen Williams, Cotter s <br />representative, was present for the inspection. <br />The CLP-21 Mine is a 112 permitted mine for 13.2 acres of affected area. This area includes the portal with associated work <br />pad, waste piles and a vent hole pad to the east. The mine now is in the full reclamation phase. Site grading has been <br />accomplished. Topsoil material is currently being spread overthe site. Mr. Williams anticipates the workwill be finished in the <br />next few weeks. A track hoe and dump truck were observed on site. <br />The portal has been backfilled and blended to match the surrounding topography as much as possible. All associated <br />buildings and sheds have been removed. Concrete pads have been buried or removed. A small amount of timber was <br />observed still on site, but removal will be completed as the reclamation efforts finish up. <br />The waste piles have been reduced to approximatey 3 or 4 H:1V. The slopes have been effectively pocked and topsoil is <br />being spread over this area. The depth of the material appears to be around 10"as required. The operator is trying to leave as <br />much volunteer vegetation on the slopes as possible. Rice and brome grasses were noted as well as rabbit brush and some O- <br />wing salt brush. No erosion or sedimentation issues were noted as this is fresh earthwork and no precipitation has been <br />received lately. <br />The vent has been effectively plugged using steel tubing, foam and then capped with overburden. A large rock was then <br />placed on top of the vent location. The associated access road has been pocked to discourage vehicular traffic and control <br />erosion. <br />The Financial Warranty for this site is now more than adequate due to the work already accomplished or soon to be finished. <br />The operator anticipates asking for a reduction once all the work is completed. Staff will use this report as a basis for <br />recalculation of the bond when the SR is requested.
