III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />report, the large cover soil stockpile should be scarified prior to seeding, and it is <br />recommended that the straw mulch be crimped or secured with tackifier. <br />Topsoil <br />Topsoil marker sign needs to be erected on the new topsoil stockpile at the waste pile area. <br />The segment of silt fence below the ditch on the north side of the stockpile was still down <br />and needs to be re-set, when ground conditions allow. <br />Offsite Support Facilities , <br />There was a uniform 4" snow cover at the reclaimed Loma Loadout. Berm and silt fence <br />were intact and functional. No problems were apparent. <br />
