III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on August 29, 2001 by Mike <br />Boulay of the DMG. Chuck McCulloh of Seneca Coal Company (SCC) was present during the <br />entire inspection. Weather conditions were sunny and clear. There was no activity at the mine <br />site during this inspection. <br />Hvdroloeic Balance <br />Ground conditions were dry throughout the majority of the site. Road surfaces throughout the <br />mine site were dry and generally well maintained. Road ditches and road drainage runouts were <br />dry. <br />Ponds 002, 003, 004, and 008 were inspected and appeared to be functioning properly. All site <br />ponds were full at the time of the inspection. Ponds 004 and 008 were dischazging clear water. <br />Backfill & Gradine <br />The remaining open pit in the Wadge East Pit area has been backfilled and graded since the time <br />of the last inspection. Topsoil replacement and revegetation should be completed this fall in <br />accordance with contemporaneous reclamation practices. <br />Topsoil <br />Rills and gullies that were present in the reclaimed lower portion of the Wadge East Pit area have <br />been repaired. Road ESA that was located above this portion of the Wadge East Pit has been <br />reclaimed. This should aid in reducing the formation of rills and gullies in this area, because <br />runoff from the road will no longer be concentrated at this location. If erosion continues to be <br />problamatic at this location, SCC should consider designing and constructing an additional <br />postmining drainage channel in this portion of the Wadge East Pit. <br />Vegetation has recently been removed and topsoil stripped from a small area west of the Wadge <br />Impoundment. This area is approximately .5 acre and is located immediately above the access <br />road leading to the Sub-Station. This azea is within the permit boundary but appears to be <br />beyond the estimated limits of mining and reclamation disturbance as depicted on Exhibit 12-1. <br />This new disturbance is subject to current operating and reclamation standards. To ensure <br />compliance, please implement appropriate sediment control measures for this area of disturbance. <br />If appropriate, please update Exhibit 12-1 to accurately reflect the limits of mining and <br />reclamation disturbance at this location. <br />
