<br />r <br />OBSERVATIONS <br /> <br />A pre-operational inspection of the amendment no.2 area was performed on July 19, 2001. The following observations <br />and deficiencies were noted: <br />1) The required Public Notice at.the site per Rule 1.6.2, 1(b) was observed as adequate. <br />2) Several fence lines were not depicted on the amendment map. Precisely, the fence along the west side of Phase 1, <br />south side of Phase 7 and the fence running along the north side of I Y: Rd. <br />3) The underground water line and three hydrants on I y, Rd were not shown on the map as required. <br />4) The concrete lined irrigation ditch running east to west along I % Rd., the three foot diameter irrigation culvert at 11 /2 <br />and D Rd., and the water weir are permanent structures which must be identified per Rule 6.4.3(8). <br />5) During the inspection; an infestation of knapweed was observed on land not yet disturbed. This will need to be <br />addressed in the weed control plan. K is also highly recommended that topsoil with this infestation be placed in the <br />bottom of the pit and not used for reclamation purposes. <br />6) The map is unclear es to the delineation between phases of operation.
