III. COMMENTS -COMPLIANCE n_ /p,~Alo C -~/-O/~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Deserado Mine conducted by Jim Stark of <br />CDMG on both 25 August and 26 August 2003. This was also a bond compliance <br />inspection. Scott Wanstedt of BME accompanied me on the second day of the <br />inspection. The mine was not producing coal at the time of the inspection as the <br />longwall was being moved. The weather was hot and partly cloudy and the ground <br />was dry (it tried to rain several times on the afternoon of 25 August but only a few <br />drops came down). <br />Availability of Records: All of the necessary records were available in the Deserado <br />Mine office. See the records checklist at the end of this report for more details. <br />Signs and Markers: All of the necessary signs (including the mine ID signs, permit <br />boundary signs, refuse pile ID signs, subsoil stockpile signs and topsoil stockpile signs) <br />were properly displayed and in good condition. <br />Roads: The access road to the mine site is a paved road. The road was well <br />maintained and in good condition. <br />-The haul road to the refuse piles (RP-l, RP-2/3/4 and RP-5a) was Weil maintained <br />and in good condition. The road appeared stable and there were no signs of <br />erosional problems. The entire length of the haul road was walked on this inspection <br />and no problems were noted. <br />-The road along the conveyor corridor was stable, well maintained and in good <br />condition. There were no erosional problems on the road. The entire length of the <br />conveyor corridor service road was walked on this inspection and no problems were <br />noted. <br />-The access road to RS-3 was stable, well maintained and in good condition. <br />-The light-use road to RS-l , RS-2 and the B-Vent shaft was well maintained and in <br />good condition. The road appeared to be stable and there were no signs of <br />erosional problems. <br />Hydrologic Balance: Pond RP-1 was dry. The pond embankment was well vegetated <br />and appeared to be stable. The entire pond embankment was walked were no <br />erosional problems noted. <br />- Pond RP-2/3 was dry. Both of the cells at the pond inlet were dry. The pond <br />embankment was well vegetated and appeared to be stable. The entire pond <br />embankment was walked were no erosional problems noted. <br />- Pond RP-4 was dry at the time of the inspection. The pond embankment was well <br />vegetated and appeared to be stable. The entire pond embankment was walked <br />were no erosional problems noted. <br />- Pond RP-5a was dry at the time of the inspection. The pond embankment was well <br />vegetated and appeared to be stable. The entire pond embankment was walked <br />were no erosional problems noted. <br />
