III. COMMENTS -COMPLIANCE ~'~~ C -~1a '~~~ <br />>o~ `i 16.r~ cy ~vo3 ~-~- <br />Below are comments on fhe inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Hayden Gulch Loadout conducted by Jim <br />Stark of CDMG. This was also a bond compliance inspection. This is a loadout facility <br />only and it is currently in temporary cessation. The Division has proposed a decision to <br />approve HGTI's application for Permit Renewal 02. The weather was HOT and sunny <br />and the ground was dry. <br />All of the necessary records were available at the Montgomery Watson Harza offices <br />in Steamboat Springs. See the records checklist at the end of this report for more <br />details. <br />Mine Identification signs were in place as necessary as were mine permit boundary <br />signs along the entire length of the loadout (including the rail loop and lead track). <br />The truck loop pond (pond 001) contained water approximately several feet below <br />the discharge pipe. The pond did not appear to be (or have been) discharging. The <br />pond embankment was well vegetated and appeared to be stable. There were no <br />erosional problems observed on the pond embankment. <br />The rail loop pond (pond 002) was muddy at the bottom at the time of the <br />inspection. The pond embankment was well vegetated and appeared to be stable. <br />No erosional problems were observed on the pond embankment. <br />All of the ditches in the facility area appeared to be well vegetated and stable. <br />There was no water in any of the ditches and all of the ditches remain stable with no <br />erosional problems noted. <br />The ditch that runs through the rail loop was well vegetated and appeared to be <br />stable. No erosional problems were noted in the ditch. There was standing water in <br />several places along the length of the ditch. <br />All of the culverts in the facility area were clear and appeared to be functioning <br />properly. All of the culverts along the rail loop and lead track were also clear and <br />appeared to be functioning properly. <br />The truck loop (haul road), the road around the lower coal stockpile and the loadout <br />access road to the office building were stable and in good condition. The roads are <br />becoming overgrown with vegetation due to lack of use. The access road to the site <br />is the Seneca TAHR. This road was stable and in good condition. <br />The facilities area appeared to be stable and in good condition. No erosional <br />problems were observed on the site at the time of the inspection. <br />
