III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology. This site was idled following the shutdown and reclamation of the Lorencito <br />Canyon Mine (# C-96-084). The weather was mild and ground conditions were partially <br />snow-covered due to recent snowfall. All areas were accessible by foot or vehicle. <br />Hydrologic Balance <br />The water level in Pond 8 at the RDA is <br />now about four feet below the top of <br />the principle spillway riser. Water in <br />this pond is being pumped via a water <br />line across the conveyor, over Highway <br />12, to pond 6. As can be seen in the <br />photo, pond 6 is nearly full, Drawdown <br />of pond 8 is being conducted to <br />facilitate the determination of the pond <br />sediment level for potential future <br />cleanout. <br />Repair at the pond 8 emergency <br />spillway/primary spillway intersection <br />has been partially completed. The <br />area is now prepped and ready for the pouring of a concrete <br />Pond 4 held a small amount of water in the southeast corner <br />RDA conveyor should also be cleaned of sediment. The fror <br />site could likely be used for these small features. <br />Su ort Facilities <br />channel when weather allows. <br />The three containments at the <br />t-end loader that remains at the <br />No hauling of silo coal was occurring during the inspection. The east coal silo is now empty. <br />The coal buyer is sampling the coal in the west silo before committing to removing it. Mr. <br />Thompson estimates it may take about ten weeks to remove the coal that remains in the <br />west silo. Coal that constitutes the clean coal pile footprint has also been pushed into piles <br />for testing and possible removal. <br />Subsidence <br />The work to repair the collapse hole at the West Mine is partially completed. Pouring of <br />concrete and final touch-up of the area remains to be completed as weather allows <br />Overall. the site appeared in compliance and good condition for the winter season. <br />
