INSPECTION REPORT - PAGE '2 <br /> FILE I'i0. 83-52 <br /> DATE : November 30, 1934 <br /> OBSERVATIONS OF IMPORTANCE : <br /> 1 . The operator is permitted to disturb only 11 acres as per a revision which <br /> decreased financial warranty. The operator has disturbed acreage which exceeds the <br /> 10 acres permitted for the pilot plant and the one ( 1 ) acre of mining. <br /> 2. The operator has set up a pilot cyanide extraction plant on site. This is not <br /> permitted under their existing permit. The operator had submitted a technical <br /> revision for a cyandide extraction process which the Division believed should be <br /> submitted as an amendment. The operator was informed in a letter from the Division <br /> that the proposed plan should not be implemented until approved by Colorado Mined <br /> Land Reclamation Board. The operator stated the cyanide processed sample tailings <br /> were disposed of in the tailings pond. The pond is located in a small spring fed <br /> drainage below the pilot plant. Water samples were take by Colorado Mined Land <br /> Reclamation Division and field tested as follows: <br /> Sample No: MLPSI - below lowest dam - H2O flowing clear - unfiltered <br /> Time Sampled: 1225 Date Sampled: November 30, 1984 <br /> Readings: <br /> Time Date 2H E C (umphos/cm) IJoL <br /> 1330 11/30/84 7.5 650 3 <br /> 1930 11/30/84 6.90 725 6.2 <br /> The operator was instructed to take water quality samples above the site, in the <br /> tailings ponds, and below the site. Samples should be taken stored and shipped <br /> according to EPA protocol . The following parameters should be analyzed: <br /> pH (field & lab) TDS (lab) <br /> EC (field) CN total free ( lab) <br /> Temp oC (field & lab) <br /> Results should be submitted as soon as possible to the Division. <br /> The cyanide process is well designed .and is enclosed in the lab building. The <br /> operator stated that no further cyanide processed materials will be disposed of in <br /> the tailings pond. Cyanide processed material will be kept in barrels until a <br /> disposal process .i.s .approved by Colorado Mined Land Reclamation Board. Cyanide <br /> warning signs .were posted and a HCN monitoring device was on site. All cyanide was <br /> contained in barrels and adequately stored in the pilot plant. <br /> 11 <br /> 3. Topsoil stock piles were not reseeded and stabilized. Topsoil signs were <br /> posted. Salvaging and stabilization of topsoil and locating stockpiles in the <br /> permitted area is required. <br /> 4. An unpermitted waste rock (gravity mill processed placer sand and gravel ) pile <br /> of approximately 50,000 yd3 is on site. The original permit stated that the pits <br /> would be backfilled. Reclamation of the waste rock pile and pits were discussed. <br /> It is apparent that the mine plan is not in accordance with the original permit. <br />
