III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca No. 2 Mine. Henry Austin from the Office of Surface <br />Mining was at the mine site to follow up on the nomination Seneca Coal Company submitted for the <br />Silver Anniversary Reclamation Awazd. Bob Shevling, Roy Kazo and Lori Smith from Seneca Coal <br />Company met with Henry and I to discuss the nomination and OSM selection process. Roy Karo <br />accompanied us on the mine site visit. <br />Other than use of the shop and office areas, there is no activity at the mine. The mine site was snow <br />covered and access was limited. Haul road El was snow packed but passable almost to the Wadge <br />East Pit. No other roads were open. Therefore, it was difficult to confirm the results of the <br />revegetation efforts discussed in SCC's application. OSM was able to see where SCC completed some <br />regrading of `pre-law' spoils on the west edge of the Wadge Impoundment. <br />The mine shop azea and truck wash ponds were in good condition and well maintained. <br />
