III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on October 11, 2001. No compliance problems were observed <br />during the overflight. The digital images were inspected on October 19, 2001. There appeared to <br />be standing water due [o a precipitation event around the mine site. <br />Facilities <br />A fair amount of coal has been stockpiled on the coal stockpile bench. The coal processing <br />demonstration plant was still up on the coal stockpile bench. Trucks were hauling coal when the <br />aerial images were taken. There were no problems with fugitive dust at the mine site entrance. <br />The main paved haul road appeazed to be in very good condition. <br />Hydrolo¢y <br />There was a fair amount bf water in pond B and in pond C. Pond D had a small amount of water <br />in it. Pond embankments appeared to be stable. <br />Gob Pile <br />There appeared to be wet areas in the gob pile, but no standing water. The upland diversion ditch <br />appeared to be functional. The haul road to the gob pile was in good shape. <br />Topsoil <br />There was no obvious gullying on the main topsoil stockpile. <br />c:\ms97\bowie2\insp 100 L <br />
