2 <br />T <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and [he facts or evidence supporting the enforcement action. <br />[he warehouse need to be properly disposed of. In front of the warehouse, the oil skimmer filter needs <br />to be replaced in the oil skimmer. At the west mine, the silt fence east of the topsoil stockpile needs <br />some repair. All of the other culverts, ditches and straw bales were functional. <br />At the east mine site, pond 1 and pond 2 had water to within 2 or 3 feet of discharge. Pond 3 had a <br />little water in it while pond 4 was dry. The pond at the highway stockpile had a little water in it, as did <br />the pond at the west mine. The train loadout pond and the ROM pile pond were dry. The water in the <br />west ridge waste pile pond had water to within one foot of discharge. All of the spillways were <br />functional and there were no signs of embankment slope instability. <br />There were no problems at any of the SAES around the mine site. <br />Signs and Markers <br />Surface disturbance markers were up around the mine site. Permit boundary markers were up at the <br />train loadout. Mine ID signs were present at the appropriate locations and contained the correct <br />information. <br />Facilities <br />No problems were observed at any of the facilities. There was no accumulation of coal fines at the <br />entrance and exit to the train loadout. There were no problems with fugitive dust. The gate at the west <br />mine was closed. The three portals at the west mine had screen over the entrances to prevent access. <br />Topsoil <br />There were no erosional problems at any of the topsoil stockpiles. Topsoil signs were up. The silt fence <br />at the base of the north and south facing topsoiled slopes at the west mine were up. <br />Refuse Piles <br />There has not been any recent additions to the west ridge waste pile. The straw bale needs to be <br />replaced in the notch of the berm at [he addition to the west ridge waste pile. <br />Records <br />All of the records were inspected and found to be in compliance. <br />c:\ms97\bowie 1\insp0899 <br />
