<br />V. Status of Problem Resolution <br />The following items concern problems identified at previous inspections. <br />Problems are classified into two categories. These are: (1) problems <br />resolved; and (2) operator delinquent. The date that the problem is resolved <br />or the date that the operator is deemed delinquent is to be clearly stated. <br />Cessation Order C-85-013 was written on February 14, 1985. All earth moving, <br />extraction and hauling of coal was to cease immediately. <br />The pit was to be backfilled and graded, and water bars were to be installed <br />on the access road as existed prior to grading (blading) by March 1, 1985. <br />
