(Page 2) <br />MINE ID # OR PROSPECTING ID # : ~~-79R9-nna <br />INSPECTION DATE: ~-~n-n'~ INSPECTOR'S INITIALS: au <br />OBSERVATIONS <br />The Division conducted a monitoring inspection of the site as part of sites to be inspected during the fiscal year <br />2002-2003.. The site is a small sand and gravel operation located with in the flood plain of Twin Creek. The total <br />permitted acreage is 7 acres. <br />Mr Harold Clare the operator was present at the time of the inspection. According to The operator due to lack of <br />rain, and the problem with the water augmentation plan, with the State Engineer, mining had not been <br />conducted on site for the past few years. The approved mining plan for the site is the use of a dredging <br />operation to remove the gravel. Since the dredging operation requires exposing ground water and a permit <br />from the State engineers office, and it appears unlikely that the operator will be able to obtain such a permit, <br />the operator will have to submit a Technical Revision to submit a new mining method that will not require <br />exposing ground water. Even though, the operator already has an approved permit from the Army Corps, with <br />out the Sfafe Engineers permit, mining cannot commence. With that in mind, the operator agreed to submit a <br />Technical Revision for dry mining plan that will allow him to divert the creek from the working area and dry <br />mine. The Division will not object to such a plan. Beavers had already partially dammed the creek, however the <br />plan the will be submitted must show the temporary diversion to handle at a minimum a 10 year - 24 hour event. <br />Since the base flow for the creek is approximately 15 gam, the operator should be able to build the diversion to <br />handle such a flow with minimum effort. Once the diversion is in place, the operator must allow adequate time <br />for the main miming area to dry out, before commencing mining, If any ground water is encountered, which is a <br />possibility, all effort must be made to backfill iT immediately. <br />The entire permit area was walked and inspected, operator pointed out the pre-law diversion ditches used <br />during mining prior to obtaining the permit fro the Division, in 1989. The entire permit area was fenced. However, <br />there was no permit sign posed.
