ORIGINAL-PUBLIC FILE <br />(Page 2) <br />MINE ID # OR PROSPECTING tD #: Mnnne-mo <br />INSPECTION DATE: 6,C]/Od INSPECTOROS INITIALS: ~~ <br />OBSERVATIONS <br />The Division conducted a pre-operational inspection of the site on 6/1/04. <br />Normally the Division does not conduct pre-operational inspections of 110 <br />applications, however, under the new Division policy, until further notice <br />and if enough time is available 110 are required to be inspected. <br />The proposed site is a small 110 sand and gravel operation located near the <br />Park County Boarder in Fremont County. Present during the inspection were <br />Mr. Ron Walker the operator and Mr. Joe Gagliano the consultant. The site <br />is proposed to disturb approximately 9.9 acres. Adequacy was sent to the <br />operator on May 27, 2004. Approximately 3 acres appeared to have been <br />disturbed. Operator stated that he uses the material in his 2800 acres of <br />ranch land, of which 1500 acres are utilized to raise Elk, for private <br />hunting. He stated that he used the aggregate to construct roads and other <br />needed structures in his ranch. Under the 2003, Mined Land Reclamation <br />Board Policy for activities that are exempt from obtaining, recalamtion <br />permits. There was a crusher and screen active at the time of the <br />inspection. Permit boundary markers properly posted. In the Division's <br />adequacy letter, we had requested the roads to be up graded, to be included <br />in the permit area. During the inspection, the operator stated that since <br />the roads used to access the site are also going to be used to access the <br />rest of the ranch, they will request to remove it from the permit area and <br />provide a new mine plan and reclamation map. The Consultant agreed to <br />provide the required maps as part of the adequacy response. The Division <br />will not object to the operator's request, since it was observed during the <br />pre-operational inspection the road to be used as an access to the pit <br />extends for miles with in the property owned by the operator. The <br />consultant was notified in the future, when a disturbance is noted in the <br />proposed area, to mention the reason why the disturbance associated with <br />mining is on site, prior to obtaining a reclamation permit.
