(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1986-061 <br />INSPECTION DATE 7/9/04 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112c permits, and as a pre- <br />operation inspection of the area to be added under Amendment AM-01. The operator was contacted about the inspection and <br />a time was arranged to meet at the site. The operator's representative named on page one was present during the inspection. <br />The site was active during the inspection <br />The required permit ID sign was observed posted near the entrance to the site, though the current operator should replace the <br />sign since the former operator's name is still there. The permit boundary markers are in place. <br />The excavation in the northern section (Phase 1) is nearly complete, with minimal grading and reclamation to pertorm. That <br />stage will will not occur, however, until the additional mining in the adjacent amendment area is completed, and until the staging <br />area is no longer in this phase. Currently there is screening, crushing, stockpiling and hot mix hatching occurring there. A <br />small pile of waste asphalt is also in this area, though the operator manages it by grinding it and reusing it. <br />The central section (Phase 2) is being actively mined, with the highwall being advanced to the west. The gas well is well <br />marked and is being avoided. Drainage is bermed but is also routed to the natural drainageway between Phases 1 and 2. The <br />operator must ensure that this is in keeping with the approved SWMP, and that no uncontrolled or offsite sediment transport <br />occurs. <br />No mining-related disturbance has occurred in the southern section (Phase 3) yet. <br />The areas to be added under the current amendment are a large area adjacent to the north phase, a large area to the south of <br />the permit area, and a thin strip along the eastern side of the phases. Some of the current areas of the permit will be mined <br />deeper. Amendment areas are still mainly unirrigated range, with rolling topography, and dryland vegetation typical of the area. <br />In several areas the soil profile is visible, showing that there is about 12 inches of dark clayey soil, underlain bya couple feet of <br />caliche, with sand and gravel below. In some places the operator reports that five feet or more of overburden is above the sand <br />and gravel. This overburden, along with the reject material and fines, will be used for accomplishing the deep fills needed to <br />attain the post-mining surfaces planned for the site (mainly the filled gullies desired by the landowner). <br />The bond is currently set for full reclamation of the entire 48-acres of affected area. The amendment seeks to revise the <br />bonded number of acres by carrying out concurrent reclamation. The amount will be recalculated after amendment adequacy <br />issues are addressed. ' <br />In the Phase 1 pit area, the disturbed slopes and pit floor are infested with thistle and knaoweed. far more than what was <br />observed at the last inspection.
