' • (Page 2) <br />MINE ID ~ OR PROSPECTING ID f N-91-073 <br />INSPECTION DATE 12/16/94 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This Inspection was conducted by the Division ae part of its monitoring of 110(2) permits. <br />The operator was contacted about the inspection, and was present during the inspection. <br />This is a county operation and is not required to have a etormwater management plan or a <br />financial warranty. <br />A sign identifying this site's MLRB permit number was posted at the entrance, and a boundary <br />line (a single ripper line in the ground) was visible around the entire permiter. Each of <br />the 4 corners was also marked by either a mound of dirt or a poet. <br />The permit area ie an upland site, at the top of a alight rise. Runoff from the site would <br />flow to the ~saet and to the west. The natural draws to the east and west are each several <br />hundred yards distant. There was some concern apparently on the part of Corps of Engineers <br />about affecting nearby drainages. The runoff from the disturbed area does not appear to be <br />able to leave the permit area, ae the access road ie stable and well maintained, and all <br />runoff from pit slopes and stockpiles drains into the pit. There were no erosional features <br />observed on any disturbed surfaces, which would require treatment. It does not appear that <br />water becomes impounded in the pit. <br />Though the site ie still actively mined (west to east), reclamation of part of the pit has <br />been started. The western 208 to 259 of the permit area has been graded to 3:1 elopes and <br />topsoil reepread over it. A portion of the regraded area ie used for a haul road in and out <br />of the pit, though that part has not been topsoiled yet. The operator is reminded that ae <br />long ae an area will continue to be disturbed (such as by driving over it) no topsoil should <br />be placed there. No seeding has been performed yet. The reclamation activity along the west <br />portion of the site has reached the permit boundary. The operator ie encouraged to consider <br />leaving a bul:fer strip of land along the perimeter in the future, just to be safe. There was <br />no off site disturbance observed. <br />There are stockpiles of topsoil and overburden along the south edge of the pit. Though <br />freshly placed and/or drawn from, their longterm et ability and protection would be enhanced <br />by seeding tlxem. The piles are close to (between) a shoulder of the active highwall and the <br />permit bound~xry. Erosion would mean that material might slough into the pit or offeite. At <br />this point there ie no problem with the topsoil. <br />Hining depth ie about 20 ft. The highwall ie about 1:1 to 1.5:1, along the east aide of the <br />pit. There ie about 1/3 of the permit area (the eastern portion) not yet disturbed. There <br />were a coup:Le of pieces of county mining equipment parked oneite. This was a clean <br />operation, the site being orderly and free of weeds and debris. <br />All of the comments and suggestions above were discussed with the operator during the <br />inspection.
