'Cbe aerial photograph was reviewed on <br />February 3, 1998. No problemv had bem observed during the flight. <br />The area around the mine site was snow covered. Most of the mine sine itself was clear of snow. <br />Pared 1 was ice and snow covered. Panel 2 appeared to be clear of snow and ice. No discharges <br />were apparent. No problems widr embankments ~ spillways were observed. <br />Sarre of the ditches were snow coveaed and some were clear. No breeches of ditches were seen No <br />work has begun on the west side irrigation ditch. <br />The haul road and light use road were clear of snow. No problems with coal spillage were <br />observed <br />No haul trucks were on site during the inspecxion. Coal is beir-g stockpiled on the west aide of the <br />facilities area. Several railroad cars were waititrg for loading, while several others had been loaded <br />and were waiting for transportation. No problems with coal spillage were sem a~ff of the mine site. <br />The east topsoil piles were snow covered The west topsoil pile was only partially snow covered <br />No problems with erosion were observed <br />
