The eominents incCude dlsctissii~n of observations si~ade ..->` -- <br />-- .'during°theinspecrion: -Comments also describe-ariy~enforcement actions taken=during the inapection ==- - - -_- _ <br />and the facts or evidence supporting=the'eriforcemertfaction ;- °'~ "° <br />This was a partial inspection of the Seneca II Mine conducted on May 22, 2002 by Mike Boulay <br />of the DMG. Lori Smith of Seneca Coal Company (SCC) was present during the entire <br />inspection. Weather conditions were sunny and cool. Ground conditions were dry throughout <br />the majority of the site. There was no activity at the mine site during the inspection, <br />Roads <br />Road surfaces throughout the mine site were dry and generally in good condition. Road ditches <br />and road drainage tnnouts were dry. Culvert SSA beneath the entrance to the Truck Wash Ponds <br />has been buried with sediment. This culvert will require cleaning and maintenance on the inlet <br />side. <br />Hydrolo¢ic Balance <br />Sedimentation Ponds 002, 003,004, and 008 were inspected. All site ponds were full at the time <br />of the inspection and were dischazging clear water. Pond inlets, dischazge structures and <br />embankments were in good condition and no problems were noted. The Pecoco impoundment <br />was full and was dischazging to Little Grassy Creek. The Truck Wash Ponds were also viewed. <br />The water level in the settling pond was low and the holding pond was full and dischazging. <br />The lower portion of Post Mine Drainage Channel PM-6 was inspected immediately upgradient <br />of the road crossing with Road EI . Construction of this channel has not been completed. The <br />unlined portion of this channel appeared to be stable with no significant erosion noted at this <br />location. With the submittal of Technical Revision I3o. 34, SCC has committed to a completion <br />date of 7f02 for PM-6 and several other channels including PM-1, PM-4, PM-12, and PM-16. <br />To ensure compliance, please take steps necessary to complete construction of the unlined <br />portions of these post mine channels. As TR-34 is pending approval, SCC may consider revising <br />Exhibit 13-2, Backfill and Grading Schedule to reflect more accurate completion dates for these <br />drainage channels. <br />
