III. COMMENTS -COMPLIANCE <br />Beiow are comments on the inspection. The comments include discussion.of observat(ons made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the ehforcement action. . <br />This was a partial inspection conducted by Jce Dudash of the Coloiado DMG. Bill Bear represented the <br />operator. The longwall mining of the D-seam will be finished around Mazch. Longwall operations will begin in <br />the B-seam around 3 weeks after that date. The area received considerable rainfall and some snowfall last week. <br />Gob Pile No. 2 <br />Because of the recent heavy rainfall, placement and proper compaction of the refuse is requiring a lot of effort. <br />The operator was mixing the wet refuse with soil material obtained from the coverfill salvaging operation. On <br />the east side of the gob pile, the refuse has been left to dry out. Most of the standing water has been allowed to <br />drain off. A few small puddles of standing water remain and should also be drained off. The drainage ditch at <br />the back of the gob pile will need to be maintained soon to allow more drainage off of the pile. In spite of the <br />wet conditions, the operator continues to compact to specifications. The rock underdrain was being extended. <br />The haul road to gob pile no. 2 was very muddy. The outside road berm was in place. More surface disturbance <br />markers need to be installed on the south side of this disturbed area, however. <br />There was only a little ice-covered water in Pond F. The pond embankment appeared to be stable and the <br />spillway was functional. The collection ditches and riprap for gob pile no. 2 were all in place and were <br />functioning well. Some of the silt fence adjacent to Pond F will need repair soon. <br />Main Mine Site <br />Because of the recent heavy rains, a small portion of the rock cover on the upper portion of the outslope of the <br />B-seam portal bench slid. The rest of the outslope appears to be stable at this time. When the weather dries out, <br />the operator is planning on cutting back to a more gentle angle the upper portion of the outslope. <br />A small slide has developed in the cut slope above the wash plant. Right now the slide is not a problem but it is <br />being watch to see if it threatens the haul road above it. Half of the cut slope was covered in mulch blankets but <br />the work had to be stopped until the weather conditions improved. <br />The operator continues to construct the conveyor system that will take coal from the B-seam portal bench to the <br />D-seam portal bench. Most of the structural supports are in place. , <br />The B-seam raised bore drilling project has begun. The cut slope for the drilling pad appears to be stable. <br />The operator is cleaning out the west side of Pond B: The operator was going to dewater Pond B and Pond C <br />later this week.. There was only a little water,in Pond D. <br />Unit Train Loadout <br />A unit train was on site but was not being loaded at the time. Pond J was dry and only a little snowmelt was in <br />Pond K. Pond embankments and spillways were in place and were functional Surface disturbance markers were <br />up but more mazkers could be put up on the east side of the Loadout azea, from east of the Loadout bin to east of <br />Pond J. The bench outslope was stable. There were no problems with fugitive dust. On the extreme west end of <br />the Loadout siding, the track bench outslope small area exemption was in very good shape. The drainage system <br />was in place and there were no signs of erosional or slope instability. The vegetative cover was good. <br />c:/word/bowie2/insp0 ] OS <br />
