(Page 3)
I ~
MINE ID # OR PROSPECTING ID # M-78-091
INSPHCTION DATE 06/11/98 INSPECTOR'S INITIALS RCO
sources of contaminants, contrary to the requirements of the environmental protection plan
(EPP) and normal good housekeeping required to keep potential offsite impacts from occuring.
Please refer to pages 3 and 5 in particular of the 6/30/97 EPP. See the last page of this
report for a description of the corrective actions.
Surface water at groundwater point GW-I was flowing at a trickle. Other groundwater
monitoring points were observed also. Point GW-II had no surface flow visible, though the
sump held a small amount of water. GW-III, on the main channel of Deadman Gulch flowed at
about 3 gpm. GW-IV, farther downhill on the gulch, flowed at about 5 gpm or less. No other
visual observations were made, nor measurements taken. Second quarter samples for 1998
should have been taken during June, and the results should be submitted soon.
The 3 level portal area was inspected. There were no changes observed since the last
inspection. The portal was locked, there were still a couple ore care on the trackes on the
surface, there was still sane mining related debris present, and sane grading work to perform
toward final reclamation. ~ These items do not present a condition needing i~nediate
attention, but are longterm "bondable' conditions. Addressing any of these may help reduce
the required bond amount.
The site was not identified by the required permit ID sign. This is noted as a problem on
page one, with the last page containing the corrective action. (If there ie, if fact, an ID
sign, the corrective action will simply be to provide evidence of its presence, as specified
on the last page.)
The operator was occupied during the inspection with the task of filling one-ton ore sacks
from the stockpiled ore, with a backhoe on the 6 level pad. The stockpile area is in the
center of the pad near the office. The ore amounted to about five or lees tone still piled,
plus about seven sacks already filled. The operator places the full ones on his flatbed
trailer and transports them to a temporary transfer point adjacent to the Vickers Ranch
parking lot. The ore is not kept on the pad very long, due to the lack of much space for
stockpiling. The pile being active today, it was not tarped, but should be at all other
times.
The ore sacks placed near Vickers' parking lot amounted to about 33 full sacks, with evidence
of other sacks there in the recent past. The operator transports the ore to a mill in
Montana, and does not mill it at hia permitted Ute Mill, near here. The area affected is
about 40 feet x 50 feet, and is underlain by gravel and grass. it ie about 100 feet from
Vickers' trout pond. There ie evidence of at least one torn sack, from the presence of the
sack and some whitish ore material sprinkled on the ground. The temporary, low-impact nature
of the sack storage down at Vickers, though not documented as a part of this operation nor
a defined part of the permitted area, is not considered as a problem at this time. The
operator should note, however, that this activity may continue as long as the following
conditions are met: that the ore storage is short-term, that spillage ie prevented and the
area kept clean, and that the ore sacks are kept tarped against the weather. This Division
wishes to ensure that soil and groundwater are protected, and that should the area require
clean up or reclamation the operator will complete whatever is needed. If these conditions
are not met, or if the Division receives a complaint, the matter will be treated as a problem
or possible violation.
There were no other observations or discussions, and no other problems.
