J <br />• (Page 21 • <br />MINE ID J1 OR PROSPECTING ID rY M-2000-049 <br />INSPECTION DATE 4-27-2000 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was apre-operational inspection of the site for the proposed Angie Pit. The site is approximately two miles southeast <br />of the Town of Redvale, in the south half of Section 10, Township 45 North, Range 14 West, of the New Mexico Principal <br />Meridian. <br />The site consists mainly of gently sloping irrigated pasture land. Some areas, such as the south west end of Phase I, and <br />the south side of Phase III, are covered by pinon /juniper forest with sagebrush understory. The slope on the northwest <br />corner of Phase III is recovering from a past forest fire. The site has been grazed recently and identification of grass species <br />was not conducted. <br />Several dead cattle carcasses were scattered across the site. The applicant indicated that the landowners herd had <br />contracted black leg, resulting in the loss of much of the herd. Some of the carcasses had been buried in pits on the <br />proposed excavation site. <br />Several mule deer were bedded down on the edge of the pasture near the east edge of the proposed Phase I area. This <br />area shows signs of heavy deer usage. <br />The topsoil across the majority of the site has a moderate component of rock exposed. The rock size is estimated at three <br />inch minus. It is recommended that the operator use a rock picker to remove the rock component prior to soil stripping <br />or after topsoil replacement, or that the topsoil be screened prior to stockpiling. <br />There are some fences located within the subject property, but outside of the proposed excavation areas, that are not <br />shown on the application maps. These structures need to be placed on the permit maps. No other structures, other than <br />those identified on the application maps, were noted during this inspection. There are some smaller ditches on the side <br />of Gurley Ditch. If these structures comprise a different ditch structure, possibly owned by a different ditch company, then <br />this ditch may need to be addressed in the application as a separate structure. <br />There is an old gravel pit located at the northwest corner of the proposed Phase I area where the site is currently accessed. <br />The applicant indicated that the access road is proposed to be moved to the east to avoid houses located along Redvale <br />Road. The proposed pit floor is currently planned to be at the same elevation as the floor of this existing pit. The existing <br />pit floor was dry at the time of the inspection and does not appear to have held any appreciable water in the past. <br />Not all of the proposed permit perimeter was inspected, but the hill crest areas of Phase I and Phase III were inspected and <br />no springs or seeps were noted in these locations. The applicant indicated that there are some seeps along the hill slope <br />of the Naturita Creek drainage. The applicant was encouraged to perform a spring and seep survey of the permit area to <br />identify and such features and to try and quantify any flows from them. This information could be useful in the future to <br />determine if the excavation intercepts any seepage that may be leaking from the Gurley Ditch.
