<br /> <br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-2001-046 <br />INSPECTION DATE: ~ul_T2~, 2001 <br />OBSERVATIONS <br /> <br />INSPECTOR'S INITIALS: _AL~L <br />This was apre-operation inspection conducted by AI Amundson and Tony Waldron of DMG along with Janet Owens White of <br />Owens Brothers Concrete Company. The site is under consideration fora 7 72 ConstructionMaterials Reclamation Permit and <br />is located approximately 4 miles west of Platteville, Colorado. The proposed location of this mine site is on the St. Vrain River <br />alluvium as the alluvial valley starts to widen out prior to its confluence with the South Platte River. The present land use is <br />irrigated cropland. <br />The inspection consisted of driving around the area proposed for inclusion in this application. All of the area is currently <br />cropped with corn and onions. The public notice sign was properly posted in a conspicuous location on south side of the <br />property along Weld County Road 28. The application proposes to permit 312 acres with approximately 112 acres slated for <br />disturbance under this application. The northeast Ya of the section will be added to the affected area under a separate <br />amendment at a future date. The operator proposes to dry mine the site in several phases over a period of approximately 20 <br />years. This would entail opening up a single phase, which would be pumped, mined, and reclaimed in a contemporaneous <br />manner. In this way only one phase at a time would be pumped, thereby, reducing the pumping costs and the potential <br />impacts to surrounding groundwater users in theory. There are several structures located throughout and around the site that <br />will need to have damage agreements and/or engineering evaluations prior to approval. These include oil and gas wells, <br />roads, fences, water wells, irrigation canals, utility lines, etc, The reclamation plan calls for leaving open bodies of water <br />interspersed with small areas of pasture or rangeland. It appears that this use would be compatible with the surrounding land <br />uses of irrigated farmland and grazing land. No major problems were observed that would outright stop the application from <br />being approved, however, there are several concerns, particularly with respect to de-watering the pit, that will need to be <br />addressed in detail before final approval will be granted.
