III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Trinidad Basin Mine for the month of April, 1996. <br />The site is very dry as evidenced by the lack of moisture in all ponds . The construction work <br />on the roads seem to have stabilized the erosion that has been a problem in the past. <br />There appears to be little change since the last inspection. Slopes appear to be relatively stable <br />but signs of rills and gullies are visible throughout the site. However, these erosion sites have <br />been there for an extended period of time. It is my opinion that this site will never be <br />erosionally stable due to the nature of the soils, lack of moisture, except in severe <br />thunderstorms, and relatively sparse vegetation. <br />
