III. COMMENTS -COMPLIANCE ~ ~ <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enfoKcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement~~fion. <br />This was a partial inspection of the Seneca II-W Mine conducted on August 26, 1998 and August <br />28, 1998 by Mike Boulay and David Berry of the DMG. Mike Altavilla of Seneca Coal <br />Company was present during the inspection. Weather conditions were cloudy and warm. <br />Ground conditions were dry throughout the majority of the site. <br />H drolo is Balance <br />All site ponds were viewed and appeazed to be functioning properly. Pond 009 was full of water <br />and was dischazging at the time of the inspection. The B Pit pre-settling basin was holding water <br />but was not discharging to its spillway. Pond 006 was holding water at a level approximately 1.5 <br />feet below the primary spillway. <br />Pond 005 was drained for cleaning. Sediment was being excavated from the pond utilizing a <br />small dragline. Sediment from Pond 005 was being trucked to the D Pit for use as fill material. <br />The north side of the pond embankment and the west side of the dam need to be repaired and <br />seeded as soon as the cleaning operations are completed. <br />Construction at Pond 006 to raise the primary and emergency spillways has been completed in <br />accordance with the phase IV design model approved with TR-29. Please check the design on <br />the emergency spillway at Pond 006. A trench was noted on the north side of the riprap spillway. <br />If the trench is part of the design, please bring in additional rock and ensure that the water will <br />drain within the riprap azea. If the trench is not part of the design, please backfill the trench. The <br />spillway should also be dressed up by pushing dirt up around the edge of the spillway and adding <br />more rock to the riprap azea, to ensure that all spillway flows will remain in the spillway, and <br />onlthrough the riprap. <br />Repair work for the slide that occurred on the east side of Pond 006 embankment has been <br />completed. A french drain has been installed and the side slope has been dressed up. <br />The surface ditch located immediately below the D Pit along the east side of Road G should be <br />better defined. The ditch should be reworked in this area to ensure that it functions properly. <br />Backfill and Gradine <br />The settling crack in the C-Pit high wall has been repaired and topsoil has been redistributed in <br />this area. <br />
