Carter 5nm the Division of Minerals and Geology, <br />aooompanied by Tam Anderson, representing oxbow carbon and Minerals, performed a partial <br />inspedian. Dun:ng the two days of this inspection the weather varied from clear and warm to cold a~ <br />cloudy with intamiment scow. <br />Tom: <br />• The topsoil pile next to substation gthrae is being added to as called for in MR 45. <br />• It has tam requested by Tam Andasan that a small amount of topsoil slang the western sad of <br />the West Valley Fill Divasian ditch ba stared adjacent m the diversion ditch ratter than being <br />moved to the Elk Cmek topsoil stockpile. It is the opinion of this inspector that this would be <br />advamageous for keeping the topsoil alive a~ in better strttctiaal oanditian rather then bta~ying <br />it in the huge polo up Elk Ccedc. Oxbow Carbon dt Mensal, Inc. needs m submit a MR for these <br />minor oonstrtxtion changes far off'utial Division approval, and m update all relevant pages and <br />maps within the permit. This particular eras will also requiro topsoil signs. <br />S114aideals: <br />On November 19, 1997, Tom Anderacn and this inspector toured the area nbove the 3snbarn Crak <br />Mine by traveling up Coal Gulch and across the back reentry m the Eest side of I-Iawksnest Creek. The <br />observations of this trip areas follows: <br />• Along the east site of Coal Gulch theca is an old slide area that. does not appear to be moving at <br />the time of this inspxtion. This area appears bo be unstable and should be expected to have at <br />least minor movement during the wet springtime. <br />• The West side of Havvksnest Cre~elc is dse sight of an old slide that appears m be inactive at this <br />time. This area is covered with tall oak brush with patches of aspen groves that appear to be <br />located whore madshae is clone to the surface. <br />• Sevval phoWgraphs was taken of this area that can be used to camparo this eras in the futtue bo <br />assist in determining if fuhae movement is caused by langwall mining. <br />
