<br />(Page 2) <br /> <br />XINE ID i OR PROSPECTING ID i M-8@-057 <br />INSPECTION DATE 12-19-94 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a routine monitoring inspection of the Canyon Sand and Gravel operation located approximately 5 eiles northwest of the Turkey Springs Trading <br />Post on Snow Ranch Road in Archuleta County. The site was mow covered but inspectable. <br />All signs were in place and the affected area bowdary is delineated entirely by dikes and ditches <br />Grading of the disturbed areas is taking place as gravel is removed. Reclamation of the pond embankments for the phase I and II portions of the operation <br />is nearly complete. Topsoil was placed on the embankments, but an early mowstorm prevented seeding. The operator indicated that seeding would take place <br />imediately after mow eelt next spring. Phase IV of the operation has not yet begw but will probably take place nett field season. <br />there are no signs of instability or erosion that can be detected through the 4' -n' mow cover. <br />The operator should be comcended for the manner in which his operation is rw and the extensive forethou~t involved in the penitting and reclamation <br />plan for the site. <br />Changes to the Mined Land Reclamation Act, due to the passage of Senate Bi1191-111 in 1991, included the removal of the 55000.00 brnd cap for 11012) type <br />penits. All mine sites in Colorado are now required to be bonded for the actual cost of reclamation if, in the case of permit revocation and bond <br />forfeiture, the state were to put the reclamation work out for competitive bid. Review and recalculation of the required bond far reclamation of this <br />operation will take Dlace over the nett few eonths.
