ill. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Cazbon Junction Mine conducted by Tom Kaldenbach of DRMS. <br />Mike Savage of Savage and Savage Environmental represented the operator. Henry Austin of the Office <br />of Surface Mining also conducted an oversight inspection, as one of the five complete oversight <br />inspections to be conducted during the Colorado Coal Program's Evaluation Year 2007. Ralph Lamson <br />and Randy Poleahla of the Hopi Tribe's Office of Mining and Mineral Resources went along on the <br />inspection as a training exercise. <br />The ground was mostly dry during the inspection, with scattered patches of snow. <br />Availability of Records <br />With the exception of a certified annual pond report for the two sediment control ponds, all required <br />records were on file at the office of Goff Engineering (see attached list). To ensure compliance with Rule <br />4.05.9(14), aP.E.-certified pond report should be submitted to the Division and a copy placed in the files at <br />the office of Goff Engineering. During the inspection, the operator's representative explained that an <br />engineer is scheduled to inspect the ponds in the next few days following the inspection. <br />Signs and Markers <br />Permit boundary markers were properly displayed at the numerous locations inspected. Topsoil markers <br />were properly displayed on the only remaining stockpiles: 4, 7, and 8). Amine i.d. sign (including the <br />DRMS address and phone number) was properly displayed on the only public road entrance into the permit <br />area. <br />Roads <br />The asphalt-surfaced main haul road was in good condition. The main haul road and the North Pit haul <br />road have previously been approved for permanent retention, as documented in Appendix 5-1 of the permit <br />application. The width of the North Pit haul road has been reduced to 30 feet as specifted on page 5-26 of <br />the approved reclamation plan. The road surface of the North Pit haul road was in good condition during <br />the inspection. Rock and dirt water bars, approximately three feet high, have been dozed into place at the <br />three locations on the North Pit Haul that were noted in the November 2006 inspection report as needing <br />drainage control. <br />Hvdrolo~ic Balance <br />Pond 1 (large pond) -The pond was dry. The embankment and inslopes were in good condition. The <br />flume was in good repair. <br />Pond 2 (small pond) -The pond was dry. The embankment and inslopes were in good condition. The <br />operator's representative repaired the flume during the inspection. <br />3 <br />
