This was an aerial inspection conducted by Jim Burnell of CDMG based on photos taken on <br />Tuesday, January 8, 2002. There had been a significant snowfall the previous night and <br />there was ample snow in evidence all across the area; much more snow at the Hubbard <br />Creek sites. There was a good stockpile of coal <br />The road up Hubbard Canyon to the sites there was snow-covered. At the upper site <br />(adjacent to the Blue Ribbon Mine), there was a good 12 inches of snow. The Hubbard <br />Creek sites appeared in good condition through the snow. <br />The road up Elk Creek appeared in very good condition, There appeared to be activity in the <br />area of the portals. The borrow area above the portals showed no signs of instability or <br />erosion. Lots of activity at the upper end of the Elk Creek disturbed area was demonstrated <br />by the number of vehicles there. Constuction activity is being pursued on several projects at <br />that area. The topsoil pile at the top of the disturbed area was snow covered but showed no <br />evidence of instability or erosion. <br />The C-pond road appeared in good condition. The pond was ice-covered. <br />The Elk Creek pond contained ice also. <br />The lower road to the West Valley fill (an SAE) was snow-covered at it s west end. No <br />evidence of instability or erosion could be seen on or around that road. Likewise, the road <br />from the main facilities area to the Elk Creek facilities area appeared in good condition, with <br />no signs of instability or erosion. <br />The West Valley refuse pile had apparently been receiving refuse. The slopes of that pile <br />showed no evidence of instability or erosion. <br />Several drill pads on the area north of the mine showed topsoil scraped and segregated. <br />From the photos, there was no evidence of erosion of the pads or the topsoil piles. All the <br />pads sit topographically higher than their surroundings so erosion off the pad would be <br />evident in the photos. The drill roads were in good repair, most covered with snow. <br />
