III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On Apn~ 23, 1992 a partial inspection was conductea at the Kerr Coai Co. Marr <br />Strip i•tine. ~ ne weatner was partly sunny, cool and blustery. It had snowed <br />about 3 tc 4 inches of snow this morning and was rapitlly melting. Roads were <br />muaay a~~a very slippery from the snow melt. The mine Is not currently mining <br />coal because of the wet conditions. <br />Reclanatlon Operations were tiie only activity occurring at the mine. A loaner, <br />doer, two ti ucks aita toe grader were backfiliing the 720 Pit. <br />Pond B appeared to be almost full but was not discnaiging. Pond F was <br />a scnai giny about 20 GPh1 or snghtiy cloudy water. It appeared that this <br />a,scharye would meet NPDES effluent limitations. <br />No concer~~s were noted on site. <br />
