• (Page 21 <br /> <br />MINE ID # OR PROSPECTING ID # M-1980-049 <br />INSPECTION DATE 11 /20/00 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 110 Construction Materials permits. The operator <br />was contacted about the inspection but was not present for it. <br />The site was not active at the time of the inspection. Up to 3 inches of snow covered much the site, but that did not <br />prevent access to the site or the inspection to be performed. There was no equipment at the site. There is little change <br />in the site from what was observed during the Division's inspection of 5/7/97. <br />The active highwall is on the north side of the floor, and is vertical. The floor is level except for 2 small pits near the <br />highwall, which are presumed to be exploration pits. The south wall of the pit is sloped at about 3:1 gradient, but it is not <br />known if it has been topsoiled for reclamation. Much of the floor appears to be gravel covered. The large gravel stockpile <br />formerly located in the pit has been removed. The topsoil stockpiles, noted during the last inspection, and depicted on the <br />operator's annual report map, are located outside the pit, to the east and north. <br />The site is accessible to livestock, and it appears that no revegetation has occurred on any parts of the disturbed area or <br />the topsoil piles to-date. Livestock will have to be excluded at the time of revegetation. <br />Little vegetation exists on the site, except annual weeds. There were no noxious weeds and no debris on the site. <br />The permit carries a financial warranty of $2,500, which has been posted in that amount for many years. The site <br />condition and the approved reclamation plan will be considered when the bond amount is recalculated in the near future. <br />The revised reclamation cost figures will be sent to the operator, and if a bond increase is needed the operator will have <br />60 days during which to provide the required increase. <br />The annual reports for the last several years indicate that no activity has occurred. The operator should be aware that, <br />by State law, disturbed sites cannot remain inactive indefinitely, without reclamation being carried out. It has been <br />observed that, even though the annual reports do not state it specifically, the stockpiled gravel has been removed, which <br />does constitute mining activity. The timeframes for periods of inactivity are partly estimated by review of the annually <br />reported information. Please ensure that all activities, including stormwater drainage control work, reclamation, weed <br />control, excavation, processing or stockpile removal, are adequately reported. <br />The operator stated on the phone that ownership of the land on which this site is located has changed or will soon change. <br />This may affect whether the site is mined in the future. If no further mining is desired at this site, final reclamation should <br />commence. If the permit is to be transferred, the proper forms should be requested from this office. <br />There were no further observations, and no problems at this time.
