(Page 2) MINE ZD # OR PROSPECTING ID # M-2000-016 INSPECTION DATE 02-07-OS INSPECTOR'S INITIALS GRS This was a pre-operational inspection of the Riverbend site, conducted as part of the Division's review of Lafarge West's application for a 112c reclamation permit amendment. The inspection was conducted by Gregg Squire, Harry Posey and Kathleen Sullivan of the Division of Minerals and Geology. Tom Leidich and Suzanne Janzen representing Lafarge West were also present. Weather conditions on site were cloudy and cool. Ground conditions were somewhat wet because of recent snowmelt. Prior to the actual inspection of the site the mine plan map was reviewed and the general mine plan was discussed. The site was then toured, the permit boundaries located and the permanent structures on or within 200 feet of any proposed mining disturbances were examined. These structures include oil and gas facilities, homes and other buildings, roads, and waterways, including the South Platte River, Big Dry Creek and the Fort Lupton Bottom Ditch, and several power lines. A public notice was posted at the site. The current land uses consist primarily of agricultural and grazing uses and oil and gas development. The permitted mine site at the south end of the Amendment area, the Riverbend Pit, M-2000-016, has not yet been developed. The Fort Lupton Pit, M-1985-088 is an active site near the northwest portion of the area. The site is adjacent to the South Platte River and is utilized by numerous bird species, including waterfowl and raptors. Several prairie dog towns were also noted on the site. General areas of concern, some of which have already been addressed in the application, include stability and set back issues for permanent man made structures, including the waterways and oil and gas facilities and the potential for ground water impacts due to dewatering of the pits and the installation of the clay liners and filled sediment ponds. In summation, although there are some areas of concern, it does not appear that there are any issues which would preclude the permitting of the site with the resolution of any issues addressed during the adequacy review.
