Elk Creek C-1981-022 31 May 2007 P9 2/3 Hydrologic Balance (cont.): - Pond E is a concrete dam below the 11-West Yalley Fill. The pond was dry at the time of the inspection. The concrete dam appeared to be stable. - Pond F contained a small pool of water and was not discharging at the time of the inspection. The embankment was well vegetated and appeared to be stable. No erosional problems were noted on the pond embankment. The emergency spillway was stable. - The ditches along the haul road to the Elk Creek facilities area were all cleaned and appeared to be stable and functioning as designed. All of the sumps in the ditches were also clear. No erosional problems were noted in any of the ditches. Explosives: -The explosives magazines were in place just below Pond D and the elevated conveyor from Elk Creek portals to the coal stockpile at the time of the inspection. The small pad where the magazines are located was stable and in good condition at the time of the inspection. Processing Waste: -The West Valley Fill was well maintained and stable at the time of the inspection. There was no water pooling on the pile and all of refuse has been spread and compacted on the pile. There is approximately 10 vertical feet left on the pile, based on the operator's recent survey and the survey stakes that have been placed in the ground. The operator plans to use the West Valley Fill during the winter months and the II-West refuse pile during the summer months. This wilt extend the life of the West Valley Fill. The reclaimed outslopes of the pile were all welt vegetated and stable. No erosional problems were noted on the outslopes at the time of the inspection. - The II-West refuse pile has the beginning of the first lift placed on it, The pile appeared to be well compacted and there was no water pooling on the pile at the time of the inspection. Support Facilities: -Both the Sanborn Creek and Elk Creek Mine facilities areas were wet and a bit muddy but appeared to be stable at the time of the inspection. No erosional or other problems were noted at either of the facilities areas. - The downhill conveyor from the Elk Creek Portals to the coal stockpile was stable and in good condition at the time of the inspection. Topsoil: -The Elk Creek topsoil pile was well vegetated and appeared to be stable at the time of the inspection. No erosional problems were noted. Revegetation/Reclamation Success: -The pad for GVB LW8-01 was reclaimed last year. The grasses are starting to come up and the reclamation looks good. - The operator sprayed for weeds on the reclaimed slopes of the West Valley Fill and the reseeded slopes at the Hubbard Creek Fan. Air Resource Protection: -There were no problems with fugitive dust on any of the haul roads or from the coal stockpile at the time of the inspection. - The coal stockpile appeared to be at a normal level at the time of the inspection.
