III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />Records were checked before the mine site inspection. The inspection at the mine started at 12:45 PM. <br />AVAILABILITY OF RECORDS <br />Records were checked at the Routt County Court House. See the DMG Availability of Records <br />checklist attached (see Rule 5.02.4). All documents were found. <br />SIGNS AND MARKERS <br />Signs and markers were in place and, with the exception of the identification sign at the south entrance, <br />in good repair. The south entrance sign is legible. <br />ROADS <br />Some roadside ditches have down cut below design depths (see the inspection report of June 6, 2006). <br />No remedial work has been accomplished. <br />HYDROLOGIC BALANCE <br />Checkdams 6, 8 and higher numbers of the Chain of Pearls drainage way contained water. <br />There was discharge [estimate of 6 gallons per minute = 0.01 cubic feet per second (cfs)] from the <br />West Ridge Pond. The embankment to the east was wet from seeps above. <br />There was an estimated 0.04 cfs discharge from the Center Ridge Pond. <br />There was a flow of 0.2 cfs in the flume at the Colorado Discharge Permit System Point 7. <br />There was a discharge from the Moffat Area Pond. <br />Stream water quality measurements above and below the site were taken on October 19, 2006. See the <br />map at the end of this inspection report. <br />BACKFILL AND GRADING <br />With the approval of the retention of the remaining facilities area adjacent to Oak Creek under <br />Technical Revision 45, all backfill and grading at the facilities site is complete.
