III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />PIT AREAS <br />The dragline was near the bottom of the Derringer pit, still moving <br />to the north. There was only one small portion of a spoil ridge at <br />the north end of the pit. The rest of the back side of the pit area <br />had been backfilled and graded. Most of the graded area had also <br />been topsoiled. All of the repair work on previous reclamation at <br />this pit area was finished. Ahead of the pit, topsoil had been <br />stripped and drill holes had been completed in preparation for <br />blasting. <br />Blasting has started in Flintlock pit. The operator is in <br />preparation for construction of the haul roads. The road that will <br />be used to move the dragline to F-pit, and as a haul road, was <br />being built. <br />There was part of one spoil ridge at the north half of the Ashmore <br />pit. The dragline was at the north end. The last of the topsoil <br />stripping for the A-pit was in progress. <br />The upper Hawkins pit was still open, with a spoil ridge on either <br />side of the pit. Backfilling had just begun on the extreme southern <br />tip of this pit. The lower Hawkins pit was still being worked on. <br />There was part of one spoil ridge on the west side of the pit. The <br />dragline at the Hawkins pit will be moved shortly to the Flintlock <br />pit. <br />There was no activity at the Enfield pit. No problems were noted at <br />the ash pit. <br />TOP80IL <br />Additional topsoil had been placed onto the eastern most topsoil <br />stockpile. The operator was nearing completion of transporting <br />topsoil from the western most topsoil stockpile. Sediment control <br />structures were in place. No problems of erosion had been observed <br />with any of the topsoil stockpiles. <br />2 <br />
