III. COMMENTS -COMPLIANCE Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. PIT AREAS The dragline was near the bottom of the Derringer pit, still moving to the north. There was only one small portion of a spoil ridge at the north end of the pit. The rest of the back side of the pit area had been backfilled and graded. Most of the graded area had also been topsoiled. All of the repair work on previous reclamation at this pit area was finished. Ahead of the pit, topsoil had been stripped and drill holes had been completed in preparation for blasting. Blasting has started in Flintlock pit. The operator is in preparation for construction of the haul roads. The road that will be used to move the dragline to F-pit, and as a haul road, was being built. There was part of one spoil ridge at the north half of the Ashmore pit. The dragline was at the north end. The last of the topsoil stripping for the A-pit was in progress. The upper Hawkins pit was still open, with a spoil ridge on either side of the pit. Backfilling had just begun on the extreme southern tip of this pit. The lower Hawkins pit was still being worked on. There was part of one spoil ridge on the west side of the pit. The dragline at the Hawkins pit will be moved shortly to the Flintlock pit. There was no activity at the Enfield pit. No problems were noted at the ash pit. TOP80IL Additional topsoil had been placed onto the eastern most topsoil stockpile. The operator was nearing completion of transporting topsoil from the western most topsoil stockpile. Sediment control structures were in place. No problems of erosion had been observed with any of the topsoil stockpiles. 2
