III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the La Plata Coal Mine for the month of December, 2001. <br />HYDROLOGIC BALANCE: The site is stable and erosion minimal. <br />GENERAL MINE COMPLIANCE: The site's vegetation since reclamation has continued to increase in <br />both quantity and species diversity. Now that winter has arrived, no changes in the site's condition are <br />expected until spring's thaw. <br />RECLAMATION SUCCESS: Vegetation continues to do well <br />
