III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This wsis a complete inspection of the reclaimed Hamilton Mine. Dave Andews accompanied me on <br />the inspection. The weather was clear and dry. <br />Records were checked in the landfill office located near the mine. A checklist of available records is <br />attached. <br />Roads <br />Roads were clear and in good condition. <br />Hvdrolc~gic Balance <br />Pond A, was dry. Pond B contained water. Several Tamarisk were noted on the banks of Pond B. A <br />management plan for treating the tamarisk should be developed with the county or local weed <br />manager and submitted to the Division as a minor revision to be included in the permit, if you do not <br />already have one. A recently approved rule change to Rule 4.15.1 requires all operators to submit a <br />weed management plan. A copy of the amended rules is available at the Division office and is also <br />available on-line at www.mininaCcilstate.co.us under the Rules &Regs title on the left side of the main <br />page. <br />RevegE;tation <br />The reclaimed area was walked. A number of species were observed in the reclamation with a strong <br />showing of shrubs. Observed species were: Fourwing saltbrush, big sagebrush, winterfat, blue <br />grams (the predominant grass), sand dropseed, needlegrass, broom snakeweed, and Indian <br />ricegrass. <br />Reclamation success was detrimentally impacted by the drought as evidenced by the number of dead <br />grass bunches scattered across the reclamation. It is unclear if these are still alive. Mr. Andrews said <br />this is as big concern for them as they would have been eligible for bond release. He thought the <br />Indian ricegrass was especially hard hit. Due to the drought die-off, they do not believe they will <br />achieve the required revegetation success standard. This will need to be evaluated. <br />
