III, COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments in Section IV describe any enforcement actions <br />taken during the inspection and the facts or evidence supporting the enforcement action. <br />NA Access Road Certifications <br />1) CDMRs up through the first quarter 2003 were on file. <br />2) Quarterly pond inspections up through the first quarter were found on file. <br />SIGNS AND MARKERS The lower permit boundary sign on the Middle Thompson Creek Road <br />had suffered minor damage (a small hole) from roadwork rock blasting nearby. It is still legible <br />and in good repair. <br />HYDROLOGIC BALANCE There was no surface runoff from the mine or loadout sites. There <br />were discharges from both Mine No. 1 and Mine No. 3. The treatment ponds were full and <br />operating properly. There was no water in any other permit impoundment. Flow was low and <br />clear in both Middle and North Thompson Creeks. There was no flow in the tributary from the <br />southwest between Mine No. 1 and Mine No. 3. There were seeps, but no measurable flow, at <br />Springs 1 and 2.
