• (Page 21 • <br />MINE ID ~ OR PROSPECTING ID 7l M-2000-030 <br />INSPECTION DATE 4 13 00 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as apre-operation inspection fora 112 Construction Materials permit <br />application. The applicant and his agent were contacted about the inspection and were both present for the inspection. <br />Mr. Gosney was present for the first half of the inspection; Mr. Allen was present throughout the inspection. <br />The required Notice for this application was posted at the main northeast entrance, and was also posted at the secondary <br />south road to the site. The north boundary of the 77-acre permit area is marked by a barbed wire fence. The west <br />boundary is marked by an old barbed wire fence. Crossing the site are overhead powerlines on double poles, a buried gas <br />pipeline, and various pre-existing private dirt roads. These are mostly well represented and described in the application <br />materials lexcept for one road in the south end which follows the ridgeline between the powerline and the south boundaryl• <br />The area is dry, rolling upland. Predominant vegetation is pinyon-juniper type, with scattered sage and other brush, and <br />thin grasses, cactus and (orbs. Topsoil occurs irregularly, but mainly on the more level areas, with the minor ephemeral <br />drainages exhibiting less soil and more of the underlying cobble deposit. Drainageways lead away from the site on the east <br />and south sides. The utility corridor contains no woody vegetation, being seeded only with grass and maintained as such. <br />There was a small occurrence of knapweed near the dirt road intersection within the prassv utility corridor. It does not <br />appear to have spread vet to the adjacent wooded areas nor to be a very large patch vet either but its successful <br />eradication will depend on prompt treatment This should be brouoht to the attention of the landowner, utility easement <br />entity and the county weed control authority. This infestation if unmonitored and untreated. has the potential to become <br />too large to eradicate or economically control. The weeds are not a result of any mining activity. and at this time is not <br />regarded as a problem in this report. <br />The operation will maintain setbacks from perimeter areas and the utility corridors. Access to most of the site will be via <br />a new road entering the area from the east. Access to the south end will be either by crossing under the powerline or via <br />the secondary road from the south. The mining will be carried out in phases from north to south, excavating westerly into <br />the hillside from the east, and creating a pit floor down to the high elevation of the utility corridor, daylighting on the east. <br />All drainageways will be avoided to minimize potential sedimentation problems. <br />There will be large amounts of slash and woody debris produced through the stripping prior to mining. Large material will <br />be carried away as firewood, with smaller material either burned or allowed to mix with the salvaged topsoil. <br />The application was briefly discussed, and further application-related correspondence will be contained in letters sent under <br />separate cover. <br />There were no problems noted at this time.
