Elk Creek C-1981-022 <br />26 March 2007 ~~ <br />Pg 2/3 <br />Hydrologic Balance (cont.): - Pond D contained water approximately one foot below the top of the <br />discharge pipe and was not discharging at the time of the inspection. The operator was pumping water <br />from Pond D to Pond B to increase capacity in Pond D. The pond embankment was well vegetated and <br />appeazed to be stable at the time of the inspection. No erosional problems were noted on the pond <br />embankment. Pond D has an oil boom and it was in place. The trash rack and anti-vortex device was <br />in placed on the primary dischazge pipe. There is some sediment at the inlet of Pond D and Jim Kiger <br />indicated that this pond would be cleaned in the summer. <br />- The East Yard pond contained a small pool of water and was not discharging at the time of the <br />inspection. There is a small pile of rock and debris at the pond inlet from plowing of the roads (left <br />from the melting snow that was piled there). The pond embankment appeared to be stable at the time <br />of the inspection. No erosional problems were noted on the pond embankment. <br />- Pond F contained a small amount of water and was not discharging at the time of the inspection. The <br />pond embankment was well vegetated and appeazed to be stable. No erosional problems were noted on <br />the pond embankment. <br />- The ditches along the haul road to the Elk Creek facilities area, the East Yard and old highway 133 <br />were all cleaned and appeared to be stable and functioning as designed. All of the sumps in the ditches <br />were also cleaz. No erosional problems were noted in any of the ditches. The operator has performed a <br />good deal of maintenance work on the ditches since the last inspection included cleaning the ditches <br />and sumps and repairing and replacing straw bales. <br />- The upland diversion ditch and perimeter ditch at the Hubbard Creek fan were stable and in good <br />condition at the time of the inspection. Both ditches were clean and no erosional problems were noted <br />in either ditch. <br />Backtilling & Grading: -The backfilled Sanborn Creek portal appeared to be stable at the time of the <br />inspection. There was no cracking or settling noted in the reclamation. All of the runoff from the <br />portal appeared to be flowing off of the backfill and no erosional problems were noted on the area. <br />There is some vegetation at the site but the azea is still mostly bare dirt. <br />Explosives: -The explosives magazines were in place just below Pond D and the elevated conveyor <br />from Elk Creek portals to the coal stockpile at the time of the inspection. The small pad where the <br />magazines are located was muddy but it was stable and in good condition at the time of the inspection. <br />Processing Waste: -The West Valley Fill was well maintained and stable at the time of the <br />inspection. There was no water pooling on the pile and all of refuse has been spread and compacted on <br />the pile. There is approximately 10 vertical feet left on the pile, based on the operator's recent survey <br />and the survey stakes that have been placed in the ground. The operator plans to use the West Valley <br />Fill during the winter months and the II-West refuse pile during the summer months. This will extend <br />the life of the West Valley Fill. The reclaimed outslopes of the pile were all well vegetated and stable. <br />No erosional problems were noted on the outslopes of the pile at the time of the inspection. <br />- The II-West refuse pile was inaccessible due to the muddy conditions on the haul road at the time of <br />the inspection. <br />- The reclaimed East Yazd pile appeared to remain stable and well vegetated. No erosional problems <br />were noted on the pile at the time of the inspection. <br />
