The <br />Swale has been installed in the road above the culvert on Hubbard Creek. The <br />operator stated that the Creek over flowed the culvert on the previous <br />Saturday. Creek water was entering sediment pond no. ] on the north end at <br />two locations. Some embankment erosion had occured. Excess water was <br />discharging through the ponds dewatering device. The emergency spillway which <br />had recently been riprapped exhibited evidence of flow. Some water was <br />seeping through the riprap on the spillway. <br />Some erosion and stability problems of the road above the Hubbard Creek <br />culvert became apparent immediately before the inspection.
