III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection conducted by Janet Binns and Harry Ranney of CDMG. Aerial digital images were <br />collected by Harry Ranney on April 27, 2003. The images were reviewed by Janet Binns on May 1, 2003. The <br />Grassy Gap mine is a reclaimed surface mine. The mine permit and reclamation liability bond have been revoked <br />by DMG. The mine site is almost free of snow. Snow cover still exists at the southern and western extent of Pit <br />5, eastern edge of Pit 4, eastern edge of Pit 2, and portions of Pits 1 and 3. <br />Roads: The road to Pit 4 has two semi-circular scarps forming in the native slope to the south of the roadway. <br />The scarps do not show sign of slippage at this time. The road appears to be functional with the rolled-dip <br />crossings apparently continuing to direct runoff off the center of the road. Water appears to continue to erode the <br />eastern switchback on pit 4 road. The access road to Pits 2 & 3 appears to have a gully forming at the eastward <br />turn to the pits. Gullying on this roadway has continuously been problematic. Rolled dips have been intalled <br />along this road but the current gully formation is upslope of the rolled dips. The landowner runs sheep on the <br />reclaimed pit areas. The gully in the roadway would not eliminate livestock access to these reclaimed pits. <br />The access road to Pit 5 and 6 remains in good condition. <br />Hvdrolopic Balance: Two ponds remain on site; Pond 4 and Pond 5. Both ponds were holding water at the time <br />of the inspection. Pond 5 appeared to be discharging. Based upon the aerial photos it is undetermined whether <br />or not Pond 4 is discharging. The snow cover is just melting off the site, many puddle areas are observed through <br />out the mine site. Pit 5 spring appears to be flowing. <br />Reveeetation: Vegetation still appears dormant based on color and amount of snow patches remaining on the <br />mine site. No major bare areas are observable from the aerial photographs. No gullying across the reclaimed pit <br />areas was observed either. <br />Slides: Except for the two scarps noted south of pit 4 access road, no new slides were observed. Old slides were <br />not visible from the angle the photos were taken. DMG will check former slide areas in future on ground <br />inspections. <br />
