e <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />unusually dry years. A variety of annual fortis and annual brome were also present in the reference area, <br />along with scattered big sagebrush and rabbitbrush shrubs, and sub-shrubs including broom snakeweed. <br />Standard, and appropriate sampling methods were employed. Procedures were well defined, objective, <br />and consistent. Sample locations had been randomly selected and plotted in accordance with permit <br />specified procedures, and random transect orientations were pre-selected for each sample location. <br />Transect starts were located using a GPS unit and "blind toss" of a stake. 100 cover points were <br />recorded along each 100 foot transect, using a rigid metal frame with a laser pointer mounted to slide <br />along the frame, with fixed slots at regular intervals along the bar (10 cover readings taken at each of 10 <br />placements of the frame at 10 foot intervals along the transect). <br />Production sampling was conducted by clipping current annual growth of herbaceous plants and sub- <br />shrubs within a quadrat placed consistently to one side of the transect start point. The quadrat frame <br />dimension was 3' by 3'; plot size was 3' by 6', obtained by flipping over the frame. Life forms were <br />sorted and separately bagged by annual grass, annual/biennial forb, perennial grass, perennial forb, and <br />sub-shrub. Noxious weeds (as listed in the permit) will be included in the cover data but will be removed <br />from the data for success comparison purposes. Noxious weeds will not be clipped and weighed. There <br />were scattered clumps of field bindweed and Russian knapweed observed within the reclaimed parcels <br />and the reference area, and both are listed as noxious weeds in the approved permit. <br />4 <br />
