III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Yoast Mine conducted by Harry Ranney of the DMG. Aerial <br />photographs were taken on January 19, 2005 at approximately 11:11 a.m. Mike Boulay of the <br />DMG reviewed the aerial photos. Weather conditions were cleaz and sunny. The majority of the <br />mine site is snow covered. The reclaimed North Pit and the majority of the acfive pit areas were <br />visible in the photographs. The North Pit was heavily snow covered but appeared stable with no <br />signs of erosion or other damage. The dragline is visible operating in the Yoast South Area, and <br />it appeazs that coal is being hauled from the Scraper Pit at the time of the flight. From the <br />photographs, the site appears generally well maintained and no problems were noted with this <br />aerial inspection. <br />Haul Roads <br />Active haul roads aze well maintained and appeaz to be in good condition. Haul Road B and the <br />active haul road into the Scraper Pit are free of snow cover and were recently bladed. Haul Road <br />D is also visible in the photographs. Haul Road D is no longer in use, and the southern end is <br />blocked off above Pond 012. Haul Road D is entirely snow packed and is inaccessible. The <br />explosives storage azea located along Haul Road B is visible in the photographs. The site has <br />been mostly cleazed of snow cover and is well maintained. <br />HydroloQic Balance <br />Sedimentation Ponds 010, O11A, 012, 013, and 014 are visible in the photographs. All of these <br />sedimentation ponds aze retaining water and the pond surfaces aze all snow covered and appear to <br />be frozen. Sedimentation pond inlets and embankments appeaz stable and no azeas of concern <br />were noted at any of the pond locations. <br />
