~i • <br />D <br />III. COMMENTS -COMPLIANCE <br />• <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the King Coal Mine for the month of October, 1 996. <br />The area of pasture below the mine site, that was covered with coal during the flooding this <br />past summer, was cleaned up in August and is showing signs of re-establishment by grasses. <br />A barrel of hydraulic fluid, tapped for use, was dripping slowly and a small puddle of fluid had <br />collected in the bottom of the containment area. A small puddle of oil was also observed in the <br />spill containment area for the stoker coal oil storage tank. The operator will need to ensure that <br />these fluids are absorbed and disposed of in a proper manner. <br />Culverts and ditches were clear and functional. The sediment ponds both contained <br />approximately six inches of water and were not discharging. <br />
