III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken dunng the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the King Coal Mine for the month of July, 2003. The weatherconditions at <br />the time of the inspection were sunny and warm. <br />ROADS: Roads are well maintained. <br />HYDROLOGIC BALANCE: Both ponds have some moisture but neither were discharging. All ditches <br />appear to be clean and capable of functioning as designed. <br />GENERAL MINE COMPLIANCE: The site is well maintained and stable. No problems were noted during <br />the (light. <br />EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water diverted off the <br />top and into ditches. Expansion of the pile will soon be warranted, therefore locating the upper end of the <br />French drain is mandatory <br />
