~i .i <br />• (Page 2) • B; <br />~ MINE ID ~` OR PROSPECTING ID / Dt-77-560 <br />INSPECTION DATE 11/13/95 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was conducted by the Division primarily to reassess the current level of <br />reclamation work performed by the operator, to allow an accurate recalculation of the <br />financial warranty required for full reclamation of the present disturbance. <br />The operator has filed an amendment to the permit, to add 107 acres east of the present <br />permit area. That amendment is not yet approved. The reclamation coat estimate has been <br />recently revised by the Division, and is now being reviewed by the operator. <br />The existing operation in the present permit area utilizes a processing and stockpile area, <br />which is adjacent to, but outside of, the present permit. The facilities also include a <br />cinderblock building which houses the office and some processing equipment, and nearby truck <br />scales. The operator ie adding those areas and facilities to the permit area in this <br />amendment. The reclamation costa for the present permit and adjacent facilities were <br />calculated, but the figures have been revised subsequent to this inspection. Those figures <br />are included with this report. <br />The items noted during this inspection are described below: <br />1. The spur to the Crystal drainage ditch on Valco'e property has been filled with <br />overburden from the berme along the north aide of the process area. <br />2. The area surrounding the drainage ditch which is to be revegetated has been graded and <br />surfaced with overburden from the berme along the north aide of the process area. AL1 <br />remaining elopes on the berm are being graded to 3:1. <br />3. The concrete rubble to be removed from the process area is still present. <br />4. There is still significant metal junk equipment present in the north aide boneyard in <br />Stage Y. <br />5. The discharge flume on the north aide of Stage Y has been removed and ditch filled. <br />Concrete rubble from that vicinity has also been removed. <br />6. All banks of the East Pond have been cleared of weeds and regraded to 3:1 or lees, with <br />a somewhat natural-appearing, wavy topography. There has been no revegetation performed yet. <br />7. The pond was pumped down and the elopes which are normally underwater were also graded <br />to 3:1, since the pond will remain as a recreational Bite. The water level has risen again. <br />8. Slopes of the overburden piles in Stage Y have been graded to elopes of 3:1, except their <br />north aides, which are stable and revegetated. Newly shaped surfaces have not been <br />revegetated yet. <br />9. Mining in the permit is now occurring only in Stage IV, on the west end of the Eaet Pond. <br />As mining progresses toward the west, waste material and overburden will be backfilled into <br />the adjacent Weet Pond. This will eliminate the west Pond's water surface, though some <br />elopes will remain. (This moving and placing of material will keep the pond surface size <br />constant, due to limitations of the existing water supply plan.) The backfilled material <br />will be sufficient to cover the present water level by at least two feet. This increases the <br />dry surface to be revegetated. The existing trees will not be affected. <br />10. The office building will remain, though the equipment inside and the exterior storage <br />towers and footings must be removed. Likewise, the truck scales and concrete abutments must <br />be removed. The remainder of features on this area are either portable equipment or <br />stockpiles of various products, and are not subject to bonding. <br />11. The revegetation of the prepared surfaces will occur soon. The Colo Div of Wildlife <br />will perform the seedbed prep, seeding and mulching. CDOW ie still interested in taking over <br />this property for a recreational site, at which time the current operator may or may not <br />et ill be the permittee, of all or parts of the permit area. <br />The bond calculation for the existing permit area plus the adjacent process area is revised. <br />The task numbers are consistent with the figures sent to the operator earlier in 1995. <br />Attached is the revised 4-page summary form showing all tasks, some of which have been now <br />deleted. The summary includes a couple new tasks dealing with removal of boneyard junk and <br />facility area structures. <br />The operator will inform the Division of any work carried out oneite, which would affect the <br />bond amount. Later this season, the operator will report on the revegetation activities <br />oneite, and include copies of the seed tags, to verify the species and amounts of seed <br />drilled or broadcast, and which areas were treated. <br />
