III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This was an partial inspection of the New Horizon Mine for the month of <br />January, 1997. The site continues to produce coal at its normal pace and has <br />recently had an expansion of the permit area approved. <br />HYDROLOGIC BALANCE: Mine 2: pond 7 has water in it but was not discharging. <br />All ditches and culverts were snow covered but appeared to be capable of <br />functioning as designed. Construction on the expansion of pond 7 has not <br />progressed since the last inspection. <br />BACKFILL & GRADING: B & G was in progress as is normal. A major drainage is <br />being replaced at this time. <br />EXPLOSIVES: Drilling for the next blast at the north end of the mine was <br />observed. This blast is as close to building structures as the permit allows. <br />Records of this blast will be inspected during the next complete inspection. <br />TOPSOIL: The topsoiling campaign is over for this year and excess topsoil <br />has been stored at a new location. <br />RECLAMATION SUCCESS: Due to the snow that had fallen, the vegetative growth <br />of the winter wheat was not observed. <br />
