III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one represented the <br />operator during the field inspection. There was a snowfall of about 2.5 feet a couple of weeks ago. A <br />much smaller snowfall occurmd about two or three days before the inspection. The various mine site <br />areas were covered in about one foot of snow. <br />Unit train loadout <br />The operator had an incident at the unit train loadout which resulted in a small explosion at the loading <br />bin. According to the operator, when coal in one of the silos became hot, there was an attempt to move <br />the hot coal out of the silo and out through the loading bin. However, coal dust in the loading bin <br />exploded when the hot coal entered the loading bin. The explosion damaged some of the sheet metal <br />panels covering the loading bin structure. The operator was able to get water into the silo and put out <br />the hot coal. The coal, about 1500 tons, was removed from the silo and is being stored temporarily at <br />the facilities area next to the sediment pond. There was no offsite contamination or offsite damage. <br />Except for the grading of roads, the rest of the loadout area was covered in snow. Snow covered the <br />sediment pond and the other sediment control structures. No problems were observed at the other <br />facilities structures. There were no leaks or spills at the fuel facility. The containment berm was <br />functional. <br />Highwav Coal Stockpile <br />The operator has placed some excavated soil material from the 13owie No. 2 Mine on the west side of <br />this area, as approved by the Division. This area had the coal removed previously and is now covered <br />by soil material, as a temporary reclamation operation to eliminate fugitive dust and improve <br />appearances. Except for this placement azea and associated graded road, the rest of the site was <br />covered in snow. <br />West Mine <br />The road to the West~Mine area was graded. Snow, about a foot deep, covered the entire area. No <br />problems were observed. The road to the fan area was not graded. <br />Well Field <br />The well field was covered in snow, except for the graded road. The mine ID signs was up. No <br />problems were noted except that the topsoil sign is not on its post: <br />c:/word/bowi e 1 /insp0104 <br />
