<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection as part of the regular program. The <br />inspection was conducted on 1 July 1997 by Jim Burnell of Division <br />of Minerals and Geology, beginning at 1 p.m. No representative of <br />the operator was present. Weather was clear and extremely windy, <br />as a front was blowing in. <br />Signs & Markers: All the signs are in place and appropriate. <br />Roads: The access road is well-maintained, ditches are stable and <br />the road corridor is in good repair. <br />Hydrologic Balance: The ditch PD-3 is dry now, no flowing or <br />standing water. Pond G water is cloudy, with level 2' below <br />outlet. The culvert upstream of Pond G is in good shape, open and <br />unobstructed. Pond F water is clear, with the level 12" below <br />discharge. The dam face has been recently trampled by cattle. <br />Vegetation (grasses) on the dam has come along well. Drainage PD-4 <br />is stable. Some areas that had been eroded are now repaired. Pond <br />D water is clear, the level 6" below discharge. There is still <br />erosion on the windward face of the dam, while the rest of the dam <br />is stable. The dam and pond D area have recently been visited by <br />cattle. Water in Pond C is cloudy, with the water level 3' below <br />the outlet. Aquatic vegetation has developed and appears to be <br />thriving behind the baffles in Pond C, sheltered from the wind. <br />Water in Pond B is slightly cloudy, 12" below the drain. The dam <br />itself is stable, vegetation present. Pond A water is mostly <br />clear, with some areas of cloudiness as the wind is stirring up <br />the pond. Water level is 6" below the outlet. Pond E water is <br />clear, 30" below the outlet. The dam is in good shape, with <br />vegetation effected by recent cattle intrusion. <br />Topsoil: Rills near on the east side of PD-3 drainage swale, <br />noted in the May report, have been repaired. There is some minor <br />erosion in two locations that had not been noted previously - down <br />the west-facing slope of PD-3 drainage ( minor rills) and some <br />eroded (breeched) contour furrows on the North-facing slope of <br />drainage PD-4, emanating from near the older reclaimed area. The <br />ditch below the twin culvers in drainage PD-4 has not yet been <br />repaired. <br />Fish & Wildlife: Two antelope were spotted in the shop area above <br />Pond D. Two unidentified wading birds, along with 6 ducks and <br />numerous killdeer, were seen at Pond D. Numerous rodents, <br />especially, again, around Pond D. A cottontail rabbit was <br />encountered near Pond A. <br />
