III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Chimney Rock Mine for the month of August, 1998 <br />RECORDS: Records were inspected and found to be relatively satisfactory but in disarray. See <br />page 5 of this report for more details. <br />HYDROLOGIC BALANCE: All ponds have been removed and final drainages have been established. <br />As the site does not show any ill effects from the summer thunder storms. No signs of any <br />significant erosion was observed. <br />GENERAL MINE COMPLIANCE: The slope below the old road leading to pond 4 shows quite a lot <br />of tilling and gullying. It also has a 4" drain pipe in one of the gullies. Perhaps it would be in the <br />mine's interest to repair the side slopes and to reinstall some silt fencing. The road leading to the <br />top of the East Pit has all of the bar ditches filling in, therefore, regrading these erosion control <br />features back in would seem to be prudent. The low spot west of the large maintenance building <br />requires filling in and seeded as it is no longer a part of the drainage control system <br />RECLAMATION SUCCESS: The sites fall seeding of the reclaimed ditches and ponds was <br />observed but 95% of the growth appeared in the form of sunflower, prickly lettuce, musk thistle, <br />and lambsquarter, all annuals or biannual. Since this is the first growing season after planting, <br />this is not unusual. Next years growth at these sites will be monitored more closely. <br />
